Title: Appropriates $1.4 Billion from the General Budget to Address the State Healthcare Worker Shortage
Vote to concur with senate amendments and pass a bill that appropriates $1.4 billion from the general budget to address the state nursing shortage.
Appropriates a total of $1.4 billion from the general budget to address the state healthcare worker shortage (Part 1, Sec. 101).
Requires the state Department of Health and Human Services and the Department of Military and Veterants Affairs to allocate (Part 1, Sec 101):
$25 million to qualified providers to assist eligible residents who have a financial burden that have accumulated a water bill balance and have had or are at risk or having services shut off;
$67 million for the creation of a nursing home workforce grants to nursing home operators and nonprofit healthcare training organizations that provide recruitment, retention, trainin,g or career development initiatives;
$10 million to support community providers of violence intervention services, with 50% of funds going towards communities disproportionately affected by the COVID-19 pandemic;
$75 million to support healthcare employees through recruitment, retention, and training programs, allocated to the Michigan Health and Hospital Association for adminstration to acute care and behavioral healthcare providers;
$750,000 in grants to groups that provide outreach for suicide prevention services; and
2% increase in funds to nursing homes for variable and plant costs for Medicaid reimburseemnts retroactive to January 1, 2023.
