Title: Regulations from the Executive in Need of Scrutiny (REINS) Act of 2023
Vote to pass a bill that amends various provisions relating to congressional review and agency rule making.
Amends various provisions relating to congressional review and agency rule making, including establishing a congressional approval process for a major rule (Sec. ).
Defines a “major rule” as the following, including (Sec. 2):
A rule that has resulted or is likely to result in an annual effect on the economy of $100 million or more;
A major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or
Significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S. based enterprises to compete with foreign based enterprises.
Specifies that a major rule may only take effect if Congress approves of the rule and preserves the current congressional review process for nonmajor rules (Sec. 2).
