Vote to pass a bill that authorizes all counties in Maryland to use speed monitoring systems in school zones, residential districts with speed limits up to 45 miles per hour, and highway construction zones with a speed limit of at least 45 miles per hour.

Highlights:

- Defines "speed monitoring system" as a device with motor vehicle sensors producing recorded images of motor vehicles traveling 10 miles per hour above the posted speed limit (Sec. 1). - Specifies that only warnings may be issued to violators for at least 30 days after implementing speed monitoring systems (Secs. 1 and 4). - Requires that before a county may use a speed monitoring system the county shall (Sec. 1):
