Highlights:

- Prohibits the use of cell phones by individuals operating school vehicles, individuals with provisional licenses, and individuals with learner's permits. - Requires all other drivers use hands-free devices. - Allows enforcement only as a secondary offense. Requires police officers to first detain a driver for another suspected violation. - Fines violators up to $50 for the first offense and $100 for each subsequent offense. - Does not allow points to be assessed against the driver who violates this provision if it is the driver's first offense and if the offense does not contribute to an accident. - Allows penalties to be waived if the driver is a first time offender and provides proof that he/she has acquired a hands-free device.
