Highlights:
-Increases the base per student funding for the 2008-09-budget year to $5270.13 to account for inflation and add one percent to funding (Sec. 2). -Allocates an additional $5 million to fund charter schools (Sec. 11). -Increases funding for full-time kindergarten programs annually through 2014 when funding levels are set at $100 million (Sec. 12). -Establishes a full-time kindergarten facility construction fund with funds to be appropriated annually (Sec. 25). -Establishes an Alternative Teacher Compensation Plan to promote teaching excellence by raising salary levels, to be funded by $1 million in appropriations from the State Education Fund (Sec. 34).
