Vote on a motion to waive the budget act and adopt an amendment to S 479 that grants the president line-item veto authority on appropriations bills to help reduce the Federal deficit.

Highlights:

- Allows the President to rescind all or part of any budget if the President determines that such a rescission will [sec. 1101 (a)]:

    -Help balance the Federal budget, reduce the Federal budget deficit, or reduce the public debt; - Not impair any essential Government functions; and - Not harm the national interest.
- Requires the President to notify Congress of each individual rescission by a special message within 20 days of the bill's enactment [sec. 1101 (a) (2)]. - Allows Congress to restore the full amount of the appropriation by enacting into law a rescission disapproval bill within 20 days [sec. 1101 (b)].

NOTE: A MOTION TO WAIVE THE BUDGET ACT, IF ADOPTED, TEMPORARILY SETS ASIDE A SPECIFIC PROVISION OF THE BUDGET ACT OF 1974 SO THAT AN AMENDMENT THAT VIOLATES THE ACT MAY BE CONSIDERED. A 3/5 MAJORITY IS REQUIRED FOR ADOPTION.
