Title: State Lottery for Scholarship Funding

Vote to pass a bill that establishes a state lottery, including the use of video lottery terminals at pari-mutuel racetracks, to fund the Hathaway Scholarship Endowment Fund and the Wyoming Pari-Mutuel Commission.

Highlights:

-Authorizes video lottery terminals at pari-mutuel racetracks, provided that the retailer pays an initial application fee of at least $1 million for each pari-mutuel racetrack (Sec. 1). -Requires at least 45 percent of the net proceeds from the sale of lottery tickets or shares, not including sales from video lottery terminals, be made available as prize money (Sec. 1). -Requires the following percentages of annual net proceeds from video lottery terminals at peri-mutuel racetracks be distributed as follows (Sec. 1):

    -1.5 percent for the Wyoming Pari-Mutuel Commission to enhance breeder awards; -1 percent for the Wyoming Pari-Mutuel Commission for general operations; -1 percent for the Wyoming Pari-Mutuel Commission for annual grants for hosting and marking equestrian events at state and county fairgrounds and licensed pari-mutuel facilities in Wyoming; and -0.33 percent for the Department of Health for the treatment of compulsive gambling disorders and education programs related to such disorders.
-Requires the remaining proceeds from both the sale of lottery tickets or shares and video lottery terminals, following allocations for prize money, be deposited into the Lottery for Education Account, the Wyoming Pari-Mutuel Commission, and the Department of Health, according to the aforementioned allocation requirements (Sec. 1). -Limits appropriations from the Lottery for Education Account exclusively for funding the Hathaway Scholarship Endowment Fund (Sec. 1). -Requires the Wyoming Lottery Corporation to compensate lottery retailers in the form of commissions equal to at least 6 percent of gross sales, and authorizes the Commission to provide other forms of compensation for services rendered in the sale or cashing of lottery tickets or shares (Sec. 1).
