Vote to pass a bill that amends the appeals process for the issuance of energy project permits with respect to the filing time period and the issues that may be addressed upon appeal.

Highlights:

-Requires appeals for a hearing before the board to be filed within 15 days after the Department of Environmental Quality render its decision to approve or deny the application (Sec. 3). -Limits the issues that may be addressed upon appeal to those that were raised during the 30-day period in which the public may submit comments to the board prior to the Department rendering its decision (Sec. 3). -Specifies that if a hearing is requested, the applicant may choose to have the matter addressed by the district court for judicial review within 15 days of the request for a hearing, and limits the issues raised by the petition for judicial review to those that were raised in the request for a hearing (Sec. 3). -Requires the board to render a decision within 120 days of the date that the board receives a request for a hearing, unless applicant agrees in writing to an extension of time (Sec. 3).
