Title: State Purchasing Authority Amendments

Vote to pass a bill that amends provisions of existing law regarding state agency purchasing requirements.

Highlights:

-Raises the value range of allowable acquisitions not requiring competitive bidding for state agencies with certified procurement officers and Department of Central Services approved internal purchasing procedures from the range in existing law of more than $2,500 to no more than $10,000 to a new range of more than $5,000 to no more than $100,000 (Sec. 9) -Increases the acquisition spending limit for other state agency acquisitions not requiring competitive bidding from $2,500 to $5,000 (Sec. 9) -Increases the value at which state agency acquisitions must be subject to competitive bidding from the value range in existing law of any amount exceeding $25,000 to a new range of amounts exceeding $50,000 or a limit determined by the State Purchasing Director which shall not exceed $100,000 (Sec. 9). -Allows the State Purchasing Director to authorize the renegotiation of existing contracts in order to obtain more favorable terms for the state (Sec. 9). -Requires the State Purchasing Director to annually report documented state savings achieved through "best spend" practices to the Governor, the Speaker of the House of Representatives and the President Pro Tempore of the State Senate (Sec. 9)
