Vote to pass a bill that prohibits certain injunctions to stop or delay construction of horse slaughterhouses and makes persons who file an unsuccessful action against the operation of a horse slaughterhouse liable for financial losses resulting from a related injunction that halts the slaughterhouse's operations.
