Job Creation, Better Management of State Government, Better Schools. I would also like to create and immigrant pay-to-work program in Maryland whereby illegal immigrants could purchase an annual $1000 work permit from the state. In order to do so they would be required to submit a fingerprint, DNA sample, physical address and pass a criminal background check. Their employers would also be required to purchase an annual $1000 dollar blanket certificate in order to hire illegal immigrants. This state policy would remain in effect until our federal government comes up with a plan for dealing with this problem. This legislation will generate $350 million per year without raising taxes and nearly $1 billion per year after the additional income tax revenue is factored in.
