Rocky De La Fuente has failed to provide voters with positions on key issues covered by the 2020 Political Courage Test, despite repeated requests from Vote Smart and voters like you.
For Presidential and Congressional candidates who refuse to provide voters with their positions, Vote Smart has researched their public records to determine their likely responses. These issue positions are from 2020.
Pro-choice | Do you generally support pro-choice or pro-life legislation?
I support a woman's right to choose within reasonable limitations tied to the stage of pregnancy and with exceptions for life-threatening circumstances (to the mother) beyond any stage limitation. |
Yes | In order to balance the budget, do you support reducing defense spending?
No | In order to balance the budget, do you support an income tax increase on any tax bracket?
The reason for my position on taxation is predicated upon prioritization. I believe we should first try to eliminate fraud and waste from our current government programs before we assess any increased level of taxation upon the people. If we ultimately determine that we need additional tax revenues, I would not be opposed to considering it. |
Yes | Do you support the regulation of indirect campaign contributions from corporations and unions?
Having experienced the inequities of our current campaign finance system, I strongly support the regulation of indirect campaign contributions from corporations and unions because of the undue influence they often exert. |
Yes | Do you support capital punishment for certain crimes?
Yes | Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
No | Do you support mandatory minimum sentences for non-violent drug offenders? |
Yes | Do you support federal spending as a means of promoting economic growth?
Yes | Do you support lowering taxes as a means of promoting economic growth?
Yes | Do you support providing tax incentives to businesses for the purpose of job creation?
Unlike most presidential candidates, I have run dozens of businesses in the private sector. I have created thousands of jobs across the country and around the world over my career, and an intelligent use of each of the tactics (stated above) can enhance economic development and job creation. |
No | Do you generally support requiring states to adopt federal education standards?
|
Yes | Do you support building the Keystone XL pipeline?
Yes | Do you support government funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes | Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
We need to orchestrate an intelligent approach to address our energy and environmental issues. They need to be considered together rather than discussed as if they were independent of one another. With respect to the Keystone Pipeline, we need to look beyond the near-term and consider its potential repurposing in the future (i.e., as a potential pipeline for the transport of biofuels, etc.). |
Yes | Do you believe that human activity is contributing to climate change?
Yes | Do you support the federal regulation of greenhouse gas emissions? |
Yes | Do you generally support gun-control legislation?
To be clear, barring a constitutional Amendment, I support the right to bear arms under the Second Amendment. However, reasonable regulations that "provide for... the general Welfare of the United States" are also part of our constitutional mandate. I support reasonable gun control legislation that provides a greater level of safety for the general public without violating the fundamental right to bear arms (i.e., legislation that is limited to enhanced registration, training, logical weapons limitation by properly defined type, etc.). |
No | Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
I do not support repealing the 2010 ACA. However, I would push for a "course correction" of the legislation. The original goal was to expand access to healthcare, lower its cost, and improve the quality of care delivered. Unfortunately, the bill became politicized and only modestly delivered upon one of those goals: expanded access. We need to simplify the legislation, remove the special interests that were embedded in it to get it passed, and refocus on the original three goals. There isn't any reason we cannot deliver quality healthcare to every American. |
No | Do you support requiring immigrants who are unlawfully present to return to their country of origin before they are eligible for citizenship?
|
|||
We need comprehensive immigration reform that recognizes undocumented workers to be assets rather than liabilities. It isn't logical to suggest that we can deport 13 million immigrants any more than it's logical to suggest that we cannot deport the small percentage who have committed felonies. We can secure our borders without abandoning the values upon which our nation was built. The first step is to admit that our current system of immigration is broken. Then, we must create a more intelligent, effective and efficient way of welcoming immigrants to our borders and providing them with a clear path to citizenship. |
Yes | Do you support same-sex marriage?
This is a matter fundamental rights as well as privacy. Just as the Bill of Rights supports freedom of religion and freedom of speech, what we feel, what we believe, and how we choose to express it is not to be determined by the government. Two adults should be able to choose who and how they love, and they should be able to do so without judgment. |
No | Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
Yes | Do you support increased American intervention in Iraq and Syria beyond air support?
|
|||
Our government's authority to "provide for the common defense" is fundamental. If the threat to the United States is immediate or impending (as in the case of "confirmed" terrorists), we have the authority to address it. If the threat is hypothetical, then we must exercise well-measured restraint. |
Yes | Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts? |

I would limit the use of Executive Orders to their original intended purpose: To effectively administer the Executive Branch of the government with respect to its execution of the laws as passed by the Legislative Branch. There has been an increasing trend to use Executive Orders to effectively legislate from the Oval Office. While this may seem expedient in certain regards, it undermines the checks and balances of our system. We should use elections to correct our congressional shortcomings rather than try to circumvent Congress by edict. |
I pledge not to cash a paycheck as President until I have done the following: (1) Generated 1 million new jobs (achieved through regulatory and tax strategies); (2) Signed off on a logical, smart and comprehensive immigration plan that recognizes that a wall will never be the solution; (3) Reduced the number of homeless citizens we have on our streets by half (redirecting money from non-essential programs); and (4) Created 100 new, magnificent city parks to enhance our quality of life and provide a green space for families to safely enjoy (funded by increased urban development revenues). |
