Federal, State and Local RelationsLR 229CA proposes to amend Article XIII, Section 2 of the Nebraska Constitution regarding municipal economic development. This proposed amendment would remove the limitation on the source of revenue that cities and villages could use for economic development under this provision. Article XIII, Section 2 currently allows the Legislature to authorize cities and villages to use local sources of revenue for an economic or industrial development project or program subject to approval by a vote of the voters of the city or village. Under this section, local sources of revenue mean only funds raised from general taxes. If LR 229CA is enacted, the Legislature could authorize that funds for municipal economic development could come from sources other than general taxes, such as surplus utility funds, if approved by the voters of the city or village.
