The Delaware To-do List Item #1: Budget Savings Without Tax Increases

Today, State Senator Colin Bonini released the first in a series of policy proposals that will be announced in the coming weeks. The proposals, titled "The Delaware To-Do List," outline his solutions on how, if elected governor, he will put Delaware back on track.
The first item on the To-Do List is one way to reform our out-of-control state spending by offering an early retirement incentive to state employees and reforming Medicaid. Such measures will free up tremendous resources to help grow Delaware's economy.
In response to the proposal, Bonini stated, "Delaware faces historic challenges. Our economy is in terrible shape, our public schools need help, and violent crime is on the rise in many of our communities. The reality is that so many Delawareans are suffering and our state government is frequently part of the problem. Delaware needs commonsense reforms like the ones I am presenting today."
He continued, "Delaware's budget growth is simply unsustainable. State employees and taxpayers deserve a realistic plan to bring our budget back under control. An early retirement incentive will save hundreds of millions of dollars over time without having to lay off employees or increase taxes. We should pursue such a commonsense and effective measure as quickly as can be implemented. As governor, this will be one of my highest priorities."
Bonini also commented on his proposed Medicaid reform, "As Governor, I intend to improve the quality of healthcare, safety, and efficiency across all health and public assistance programs by reducing inefficiencies estimated to be between 15%-25%, a targeted savings of approximately $200M per year. The problems in the system should be addressed at the beginning of the process, instead of the backend. Current programs and systems are not meeting the requirements of Delaware's modern healthcare system. I will work to find and implement the best technology that will meet current and future needs."
