North Carolina has an F rating for screening teachers.

A blue ribbon commission convened by the State Board of Education years ago made recommendations to the incumbent Superintendent on how to improve the teacher screening process in NC. After receiving these recommendations, she shelved them and never took any action. Now, NC has received an F rating for teacher screenings. Inaction is not leadership.
