President Trump has officially issued a national emergency declaration to build the border wall and has identified other forms of funding that doesn't include the $1.8 billion designated to strengthen Sacramento's levees and raise Folsom Dam.

"I fought hard to ensure the safety of the Sacramento region by working to make sure that $1.8 billion in flood protection funding is not part of President Trump's unconstitutional power grab," said Congresswoman Doris Matsui.

"The President declaring a national emergency at the border is an appalling abuse of executive branch power. National emergency declarations are for real crises, including threats to our safety and security, and should never be used as a tool for political grandstanding, especially for an unpopular and ineffective border wall. It's simply unacceptable that the President is raiding any program, including the urgently needed defense funds. Americans can see right through this ploy."
