Bishop Introduces Bill to Ensure Quality Education, Increase Learning Options

Congressman Dan Bishop (NC-09) introduced the Creating Hope and Opportunity through Increased Choice in Education (CHOICE) Act to allow students access to innovative education options when their local leaders deny them effective, safe in-person learning because of the coronavirus pandemic. The bill ensures that families utilizing innovative options can receive financial support for their child's education.

"Recent studies have proven what parents already know--mass virtual learning is ineffective. Our children's futures cannot be the next casualty of coronavirus," said Rep. Bishop. "Children, happily, are not at grave risk and advances in safe practices make in-person learning practicable and essential, but educational advantages should not be denied based on income or zip code. My legislation would ensure that 10 percent of any future coronavirus funding for schools goes directly to families so that they can decide for themselves what is best for their children -- including alternatives like micro schools and learning pods," concluded Bishop.

The CHOICE Act would amend the CARES Act to require that 10 percent of all Education Stabilization appropriations be used to fund Opportunity Grants. These grants would be available to families whose schools do not provide in-person instruction at a level consistent with the 2019-2020 school year, and could be used to obtain a number of education services including alternative instruction options. The bill restricts the federal government from any influence over curriculum, creed, practices and admissions policy and forbids discrimination against private, religious or home education providers.
