Mr. KELLY of Mississippi. Madam Speaker, I rise today to celebrate the life of Thomas Regan Cooper, who passed away peacefully on September 22, 2020.

Thomas's life began on March 13, 1943 in Vicksburg, Mississippi. He was raised in Anguilla, MS, where he graduated from high school before attending Mississippi State University.

Shortly after his graduation from college, Thomas moved north to New Albany to start a career in management for Futorian Manufacturing Company. His devotion to his community and commitment to public service began soon thereafter, as he was elected Alderman of Ward One in 1981, a role he served three terms. After his tenure as an Alderman, he was then Mayor and Chancery Clerk of New Albany until his retirement in 2008.

Thomas's dedication to service and love for his town went far beyond the parameters of his official roles. He was a volunteer fireman for more than 30 years and a member of countless clubs, societies, charitable organizations, and boards. He balanced these many responsibilities all while being a private business co-owner of Custom Alloys Corporation and devout member of First United Methodist Church.

No less important than his community impact was his remarkable character. Thomas was a loving father, husband, grandfather, and friend, known for his unmatched integrity, friendliness, and unwavering desire to serve.

Left to cherish his memory is his wife, Gloria of 54 years; his son, William Thomas Cooper; his daughter, Mary Katherine Cooper; his two brothers, Herman and Bill Cooper, and many other family members.

Thomas R. Cooper's life was one of service, grace, and love for his family and community. He will be greatly missed by all whom he encountered.
