Statement

Today, Congressman McKinley issued the following statement regarding the announcement of Viatris signing a memorandum of understanding (MOU) with West Virginia University (WVU) to pursue transferring ownership of their manufacturing facility in Morgantown.

"This is a positive step forward. West Virginia University is a world class institution, our state's largest employer, and can have a profound influence on our state's economy," said McKinley. "We will continue to work with all parties to ensure a positive outcome. I look forward to the next phase of discussions and opportunities."

Since the plant closure was announced:

Congressman McKinley and staff have had several meetings and conversations with the United Steelworkers, Viatris/Mylan, state and local stakeholders and others over the last several months.

We have connected four companies or investors interested in the plant with Viatris and state and local officials. Some of those conversations have progressed between the parties, though we are no longer privy to the talks.

We drafted a letter to the Cybersecurity and Infrastructure Agency (CISA) asking them to investigate the authorities they have to save the plant as a piece of critical infrastructure.

We are working on legislation to provide tax credits to incentivize companies in critical manufacturing sectors like pharmaceutical manufacturing to locate in abandoned/closed facilities. The legislation is in draft form but will be similar to a bill we introduced in 2012, 2013, 2015 and 2017 called the Manufacturing Economic Recovery Act (H.R. 3702)
This is being re-tooled specifically with the Mylan situation in mind.
