Letter to Joseph R. Biden, President of the United States - Congressman Cohen, Congresswoman Salazar and Congressman Malinowski ask President Biden to Sanction Russian Oligarch Roman Abramovich

Dear President Biden,

We urge you to sanction Roman Abramovich. Abramovich is one of Russian dictator Vladimir Putin's most notorious oligarchs. He has been sanctioned by our staunchest allies in the United Kingdom and Canada. U.S. sanctions against Abramovich are conspicuous by their absence.

Roman Abramovich is highly influential in the United Kingdom, where he has been the owner of the Chelsea Football Club. He controls a large swath of investments and stakes in Russia's economy. Most notably, he has shares in Evraz, the Russian steel company whose materials are used to make tanks. He recently obtained Portuguese citizenship, ostensibly to evade sanctions.

The New York Times recently reported that Abramovich has assets in the United States under the management of Concord Management LLC. Concord Management is located in Tarrytown, New York. The organization primarily operates in the financial consultant business within the engineering, accounting, research, and management services sector. It has been operating for approximately 20 years. Its address is 220 White Plans Road, Tarrytown, New York 10591.

Despite Abramovich's well-known connection to Putin, he is not on the U.S. sanctions list. His blood money is a flight risk. To protect from this, he should be immediately designated pursuant to Executive Order 14024: Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation. Your administration should be lauded for its designation of Alisher Usmanov, Nikolai Tokarev, and Igor Shuvalov under this authority. But Abramovich must be sanctioned as well.

We request that Abramovich be sanctioned as a matter of urgency. His blood money helps fuel Putin's
unprovoked and illegal war against Ukraine. Once sanctioned, we urge you to use all necessary authorities to seize this money and use it to support Ukraine's defense, repatriation, and rebuilding.
