Troy "C" Carter is helping to RESTORE OUR REGION as
a private citizen; now it's time to send him to Washington as Our Congressman.

Troy "C" Carter was a team leader in the development of the Unified New Orleans Plan
(UNOP), the City's recovery plan and is intimately involved in the development of
restoration plans for the Pontchartrain Park and Dillard University neighborhoods.

Troy "C" helped to develop Energy Smart — a plan adopted by the New Orleans City
Council to reduce energy consumption and save citizens money.

Troy "C" is helping more than 500 small businesses to participate in our region's recovery.

Troy "C" Carter believes we must RESTORE our region
• RESTORE public confidence in an honest, effective government
• RESTORE the "American Dream" of home ownership
• RESTORE safer streets and better quality of life
• RESTORE our faith that our homes and families will have the highest level of
protection from future hurricanes.
• RESTORE an environment friendly to business, economic development and the creation
of good paying jobs.

Troy "C" Carter's plan to RESTORE our region
• Fight to ensure that Congress and the President forgive, or extend for thirty years,
Louisiana's $1.8 billion local cost share payment for rebuilding our flood protection system.
• Increase funding for Louisiana coastal restoration projects.
• Secure funds to restore Community Policing for safer neighborhoods.
• Increase federal assistance for juvenile recreation programs for our youth.
• Modernize and expand the Port of New Orleans and other Southeastern Louisiana Ports
to maximize economic and employment opportunities resulting from the Panama Canal
expansion in 2014.
• Secure funds to complete the LSU/VA Hospital Complex, the New Orleans East
Healthcare Complex and develop the Biomedical Corridor.
• Create incentives to promote private/public partnerships to encourage the regional
development of emerging industries and small businesses.
• Ensure that healthcare is available and affordable for all citizens in our region.
• Create incentives to attract quality health care providers to the region to provide
critical care for senior citizens and special needs patients.
• Provide federal supplemental funding to address the shortage of mental health
services in the region.
• Reduce our dependence on foreign oil by investing in alternative energy sources.
• Promote energy conservation measures that produce cost savings for consumers,
save energy, and protect the environment.
• Create incentives to encourage development of a "Green Economy" in our region.
