Scott is a firm believer in governing by the Constitution, and acknowledges that it is the most important document in the history of our country. The first thing that should be considered when our legislature is debating a bill is whether the bill is consistent with the intent of the Constitution of the United States of America, and secondarily, is the bill consistent with the intent of the Constitution of the State of Missouri. If the answer to either of those questions is no, then there is no need for further debate on the bill. The Constitution is the back bone of our nation, and we cannot allow our Constitutional rights to be breached.
