THE TREASURER EMPLOYEE BILL OF RIGHTS:
On my first day in office, I will sign a pledge and communicate it to every Treasurer's office employee:
1) Public Money for Public Work - I will never ask, coerce, or pressure any Treasurer's office employee to work for my political campaign. Employees and their families should be able to do the people's work without politics getting in the way.
2) Prohibit State Workers from Working out of Political Offices - I will not allow official staff to work out of any political offices if or when they travel with me. Official staff will work out of official state offices so it is clear that there is no crossover between official and political duties.
3) Bar Political Donations from Staff and Their Families - I will not allow my staff to contribute to my campaign. On day one, I will sign an executive order establishing this prohibition.
4) Cut Publicly Funded Political Travel - I will immediately reduce the travel associated with ICASH program. There are innovative and efficient ways to promote this program through other means, such as digital platforms.
TREASURER'S OFFICE REFORMS:
5) Audit the Treasurer's Office - On my first day in office, I will call for an outside audit of the Treasurer's office where management consultants will review staffing, utilization rates, and expenditures. Experts will provide a thorough review of all programs and services to make sure that taxpayer money is being utilized properly. At completion, I will present to the General Assembly and the taxpayers of Illinois our findings and plans for transformation and modernization of the office.
6) Make the Treasurer's Official Daily Schedule Public - Each day the Treasurer's office will publish online the official schedule for the Treasurer. With little to no expense to taxpayers, this common sense approach to transparency will inform the public what their elected officials are doing and how policy is formulated.
