Flynn is in favor of protecting labor union rights, believes increased regulation of landlords in urban areas is needed to stop blight and supports greater efforts to fight crime. He is opposed to further state budget cuts in social services and senior citizen programs and against the privatization of the Pennsylvania Lottery and also opposes selling the state liquor store system. He does not believe state education dollars should be diverted toward school vouchers. He favors a severance tax on natural gas drillers instead of an impact fee and believes the revenue should go toward public schools.
