Vote Smart's Synopsis:

Vote to pass a bill that limits public in-state post secondary student fees each year to the percentage increase in state per capita personal income for the previous fiscal year.

Highlights:

• Prohibits the raising of in-state student fees of more than the percentage raise of the state per capita personal income of the previous fiscal year, and keeps rates the same if the personal per capita income were to decrease (Sec. 2).

• Limits tuition fees that can be charged to in-state undergraduate students (Sec. 2):
• For the University of California system, to 40 percent of the average total cost of education for the academic year; and
• For the California State University system, to 30 percent of the average total cost of education for the academic year.

• Establishes that any raise in the mandatory system wide fees for resident undergraduate students in the University of California system or California State University system after July 1, 2011 will not go into effect until six months after the raise is adopted (Sec. 2).

• Requires the California Post Secondary Education Commission to review the compliance of all institutions and report findings to the legislature and the Director of Finance (Sec. 2).
