Vote to pass a bill that requires a two-thirds majority in either house of the legislature in order to pass legislation that increases sales, income or franchise taxes.
-Specifies that this statute shall not apply in the case that a joint resolution passes the legislature requiring a statewide advisory referendum on the question of whether the legislature should authorize the specified tax increase if a majority of the voters approve such an increase (Sec. 1).
