Title: Collective Bargaining Rights for Public Employees
Vote to pass a bill that limits the right of certain employees to collectively bargain on the subject of base wages and fringe benefits.
-Specifies that the terms of collective bargaining agreements for general employees are reduced to one year (Sec. 216). -Prohibits the extension of general employee collective bargaining agreements (Sec. 216). -Authorizes general employees, except public safety employees in a fair-share agreement, to refrain from paying dues and still remain a member of the collective bargaining unit (Sec. 254). -Prohibits employees of the University of Wisconsin Hospitals and Clinics Authority from collectively bargaining over wages, hours and conditions of employment (Secs. 161 & 176). -Authorizes a state agency to discharge any state employee who fails to report to work as scheduled for any three unexcused working days during a state of emergency or who participates in a strike, work stoppage, sit-down, stay-in, slowdown, or other concerted activities to interrupt the operations or services of state government, including specifically purported mass resignations or sick calls (Sec. 344).
