- A description of premium aggregation and other related services intended to minimize the administrative burden on the employer.
- Requires the Board to allow employers to purchase coverage through the exchange according to the following schedule (Sec. 6):
- By January 1, 2014 for “small employers”;
- By January 1, 2016 for employers with at least 51 but fewer than 100 employees; and
- By January 1, 2017 for employers with more than 100 employees.
- Defines “small employer” as a person, firm, corporation, or partnership that is actively engaged in business and that employs at least 2 but no more than 50 employees (Sec. 2).
