Title: Establishes a Commission of Higher Education

Vote to concur with Senate amendments and pass a resolution that submits a constitutional amendment that establishes a 3 member commission of higher education, effective July 1, 2015.
Highlights:
- Establishes a 3 member commission of higher education for overseeing and administering the provision of public higher education at the following sites (Sec. 1):
- Bismarck;
- Bottineau;
- Devils Lake;
- Dickinson;
- Fargo;
- Grand Forks;
- Mayville;
- Minot;
- Valley City;
- Wahpeton; and
- Williston.
- Requires the governor to appoint each member of the commission from a list of at least 3 nominees agreed upon by (Sec. 1):
- The Speaker of the House of Representatives;
- The President Pro Tempore of the Senate;
- The chief justice of the North Dakota Supreme Court;
- The superintendent of public instruction; and
- A representative of an education interest group selected by 3 of the 4 aforementioned individuals.
- Requires the 3 member commission of higher education to meet the following characteristics (Sec.1):
- 1 member must have leadership experience in a private sector business, industry or service;
- 1 member must have a professional position within the higher education sector; and
- Each member must be confirmed by the senate.
- Authorizes the commission of higher education to have full executive responsibility for the management and operation of the North Dakota university system (Sec. 1).
- Requires the commission of higher education to hire a president for each institution within the system, and for the presidents to report to the commission (Sec. 1).
