Title: Requires Local Boards to Offer Certain Addiction Treatments

Vote to pass a bill that requires local governmental boards to offer certain drug addiction treatment services.
Highlights:
Requires the Director of the Mental Health and Addiction Services to withhold all funds from a local county Board of Alcohol, Drug Addiction, and Mental Health Services if the local board fails to offer a full spectrum of opioid and co-occurring drug addiction treatments that include, but are not limited to, the following services (Sec. 1):
Ambulatory and sub-acute detoxification;
Non-intensive and intensive outpatient services;
Recovery housing; and
Additional components determined “necessary” to establish a full spectrum of care for all levels of treatment services.
Requires each local county Board of Alcohol, Drug Addiction, and Mental Health Services to identify funds available for full spectrum care in a report submitted to the Department of Mental Health and Addiction Services (Sec. 1).
Requires the Department of Mental Health and Addiction Services to pay the following percentages for the capital or leasing costs of recovery housing in certain counties (Sec. 2):
50 percent of the costs if recovery housing exists within the county; and
90 percent of the costs if no recovery housing exists within the county.
