Vote Smart's Synopsis:

Vote to pass a bill that expands state and local authority over public education.

Highlights:

  • Prohibits a federal officer or employee from directly, or indirectly mandating state, local, or school specific instructional content, academic standards, mandates, or Common Core State Standards (Sec. 601).
  • Repeals the requirement that a state receiving federal funds must submit a plan that satisfies academic standards set forth by the Secretary of Education including, but not limited to, adequate yearly progress (Sec. 117).
  • Requires a local education agency that receives state educational funding to distribute funds to a public school based on the number of eligible children between 5 and 17 years old from a family with an income below poverty level enrolled in such schools (Sec. 130).
  • Requires the state education agency to implement a set of high-quality student academic assessments in mathematics, reading or language arts, and science and administer individual student academic proficiency through a single annual summative test and multiple assessments throughout the school year at their discretion (Sec. 112).
