Vote to pass a bill that authorizes an individual to claim prizes and awards in a fantasy sports contest.
Authorizes an individual to participate in a fantasy or simulation sports contest with the following conditions (Sec. 1):
Participants are informed of the prizes and awards before the contest;
The value of the awards is not determined by the number of participants; and
The value of the awards is not determined by the fees paid by participants.
Prohibits the winning outcome of a fantasy sports contest from being determined by the following measures (Sec. 1):
The score, point spread, or performance of an actual team or combination of teams; or
The performance of an “athlete” in a single actual sporting event.
Specifies that “athlete” does not include an individual who participates in an interscholastic contest sponsored by an organization approved by the Department of Education (Sec. 1).
Requires the Department of Inspections and Appeals to conduct a study on the impact of the provisions of this bill after July 1, 2016 and to report the findings to the General Assembly by December 1, 2016 (Sec. 2).
