Title: Authorizes the Recreational Use of Marijuana

Vote on a motion to declare a bill inexpedient to legislate that authorizes the recreational use of marijuana, effective July 1, 2017.
Authorizes an individual of 21 years of age or older to possess, consume, purchase or transport up to 1 ounce of marijuana including up to 5 grams of hashish, and the equivalent amount in marijuana products (Sec. 1).
Authorizes an individual who is 21 years of age or older to possess, grow, and transport up to 6 marijuana plants, with no more than 3 being mature (Sec. 1).
Establishes a tax of $530 per ounce of marijuana flowers and a tax of $15 per ounce on all other parts of marijuana sold or transferred from a cultivation facility to a product manufacturing facility or retail store (Sec. 1).
Establishes a tax of 15 percent of the sale price for marijuana sold or transferred by a retail store (Sec. 1).
Authorizes an individual to cultivate, possess and use hemp (Sec. 1).
Repeals the penalty of 3 years in prison, a fine of not more than $25,000, or both if an individual is in possession of less than 1 ounce of marijuana or less than 5 grams of hashish (Sec. 1).
