Title: Establishes Regulations for Ride-Sharing Companies
Vote to pass a bill that establishes regulations for ride-sharing companies.
Prohibits cars that are older than 10 years old from being used for ride-share services (Sec. 4).
Prohibits transportation networks and drivers from raising their base fares during emergencies (Sec. 4).
Prohibits requiring additional charges for for individuals with a disability or service dog (Sec. 4).
Requires rides to be prearranged through a digital network and prohibits obtaining customers through street hails, cruising, or solicitation (Sec. 4).
Requires drivers to certify that the following requirements are met (Sec. 4):
Is at least 21 years old;
Has vehicle that complies with all requirements;
Is not on the National Sex Offender Registry;
Has not been convicted in the past 7 years for any sex offense or violent crime;
Has not been assigned to an alcohol or drug education, treatment, or rehabilitation program;
Has not been convicted of a hit and run, resisting arrest, driving with a suspended or revoked license, felony robbery, or felony fraud; and
Has no more than 3 traffic violations in the preceding 3 years.
Authorizes suspension or revocation of a driver’s certificate if they are arrested for a crime or receive a driving citation that would render them unsuitable to provide transportation network services (Sec. 4).
Requires the Growth Capital Corporation to participate in projects each year to provide financial assistance to taxicab companies that meet the definition of a small business (Sec. 3).
