Title: Establishes Medical Marijuana Program

Vote to pass a bill that establishes a medical marijuana program.


  • Establishes a medical marijuana program for patients suffering from “serious medical conditions” (Sec. 301).
  • Defines “serious medical conditions,” as including, but not limited to, the following conditions (Sec. 103):
    • Cancer;
    • Positive status for human immunodeficiency virus or acquired immunodeficiency syndrome;
    • Parkinson’s disease;
    • Epilepsy; and
    • Autism.
  • Authorizes medical marijuana organizations to grow, acquire, possess, manufacture, sell, deliver, transport, distribute, and dispense medical marijuana (Sec. 701).
  • Specifies that medical marijuana may only be administered to a patient in the following forms (Sec. 502):
    • Pill;
    • Oil;
    • Topical forms;
    • A form medically appropriate for administration by vaporization or nebulization;
    • Tincture; or
    • Liquid.
  • Prohibits an individual from smoking medical marijuana, incorporating medical marijuana into edible form for purposes other than aiding ingestion, and growing medical marijuana without registration (Sec. 504).
  • Requires the program to be administered by the Department of Health (Sec. 301).
