Vote Smart's Synopsis:

Vote to adopt a conference report which revises the sales regulations of and requirements for liquor licenses of convenience stores and gas stations.

Highlights:

• Prohibits a grocery store, convenience store, or drugstore from selling cold beer for carryout, even if a restaurant is located within its premises (Sec. 6).

• Prohibits a business from selling alcoholic beverages for carryout, unless 60% of the business’s gross retail income comes from the sale of alcoholic beverages for consumption on the business’s premises (Sec. 11).

• Specifies that a retailer with an liquor license issued before November 1, 2016 is authorized for a certain period of time to continue selling alcoholic beverages for carryout (Sec. 11).

• Exempts city markets, marianas, state parks, golf courses, hotels, social or fraternal clubs, and certain restaurants from alcohol permit restrictions (Sec. 11).
