Vote Smart's Synopsis:

Vote to pass a joint resolution that requires state legislative districts to be drawn using the number of citizens, rather than the total population.

Highlights:

• Requires only citizens of the United States to be counted as part of the population of Missouri in making apportionments of the districts of the house of representatives and senate (Sec. A).

• Requires voter approval at the next general election or at a special election called by the governor in order for the above provision to become effective (Sec. A).

• Requires the last decennial census to be used in apportioning legislators and determining the population of districts (Sec. A).  

• Authorizes legislative districts to be “altered from time to time as public convenience may require” (Sec. A).

• Prohibits reapportionment officials from accepting compensation for the performance of their official duties from any public or private source other than the official compensation that is appropriated by the General Assembly (Sec. B).
