Title: Amends Prison Parole Laws
Vote to pass a bill that amends prison parole laws.
Requires the parole board to provide objective, evidence-based reasons for denial of parole (Sec. 33).
Limits objective reasons to the following circumstances, including, but not limited to (Sec. 33):
A prisoner exhibits behavior that indicates a potential risk to public safety;
A prisoner refuses to participate in required programs intended to reduce his/her risk; or
A prisoner threatens to harm another person upon release.
Authorizes the parole board to defer parole for up to 1 year to allow for completion of programming intended to reduce a prisoner’s risk to public safety (Sec. 33).
Requires the parole board to annually report information regarding the number of prisoners denied parole to Committees of the Senate and the House of Representatives (Sec. 33).
Specifies that there is no entitlement to parole (Sec. 35).
Requires the parole board to provide a prisoner with a written explanation of the reason for denial of parole (Sec. 35).
