A vote to concur with Senate amendments and pass a bill authorizing regulations on greenhouse gases.

Highlights:

 

  • Authorizes the following goals for the purpose of increasing renewable energy generation and eliminating greenhouse gas pollution (Sec. 1):

    • A 26 percent reduction in statewide greenhouse gas pollution by 2025;

    • A 50 percent reduction in statewide greenhouse gas pollution by 2030; and 

    • A 90 percent reduction in statewide greenhouse gas pollution by 2050.

  • Defines “greenhouse gas” as carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, nitrogen trifluoride, and sulfur hexafluoride, expressed as carbon dioxide equivalent (Sec. 3). 

  • Requires the Air Quality Control Commission to identify disproportionately impacted communities, such as minority, low-income, tribal or indigenous populations in the state that experience disproportionate environmental harm and risks (Sec. 3).

  • Appropriates $281,588 to the Department of Public Health and Environment for the 2019-2020 fiscal year, and may be used as follows (Sec. 4):

    • $188,321 for use by the air pollution control division for program costs; and

    • $93,267 for the purchase of legal services.

  • Appropriates $93,267 to the Department of Law in order to implement this Act, and to provide legal services for the Department of Public Health and Environment (Sec. 4).
