Highlights:

 

  • Increases the appropriated amount from the Department of Education for educational tax credits to eligible students from $160 million to $260 million, plus any increased dollar amount calculated as follows (Sec. 2):

    • No less than $210 million of the total aggregate amount may be used to provide tax credits for contributions from business firms to scholarship organizations, and the following shall apply (Sec. 2):

      • Beginning July 1, 2019, the department will annually increase the dollar amounts if more than 90 percent of the total aggregate amount of tax credits were used by taxpayers during the prior fiscal year and the General Assembly has not otherwise enacted an increase. The amount of the increase required will be 10 percent and will be allocated to the program; and

      • The department will immediately submit the increased dollar amounts under the above bullet point to the Legislative Reference Bureau for publication as a notice in the Pennsylvania Bulletin.
