  • Authorizes the issuing of one owners license for permitting certain types of gambling in each of the following cities (Sec. 7):

    • Riverboat gambling in the city of Waukegan;

    • Riverboat gambling in the city of Rockford;

    • Riverboat gambling in a municipality wholly or partially located in one of the following townships of Cook County, either Bloom, Bremen, Calumet, Rich, Thornton, or Worth Township; and

    • Riverboat gambling in the unincorporated area of Williamson County adjacent to the Big Muddy River.

  • Requires a study conducted by a nationally recognized casino gaming feasibility consultant regarding the feasibility of and the ability to finance a casino in the City of Chicago to be prepared and delivered to the Mayor of the City of Chicago, the Governor, the President of the Senate, and the Speaker of the House of Representatives (Sec. 7).

  • Requires the owners license of a casino or riverboat located in the City of Chicago to be limited to 4,000 gaming positions (Sec. 7).

  • Requires from imposed taxes and fees that for every dollar spent by an individual embarking on a riverboat or entering a casino in the City of Chicago, there is a portion of (Sec. 11.1):

    • $0.70 allocated to the City of Chicago;

    • $0.15 allocated to the Village of Maywood; and

    • $0.15 allocated to the Village of Summit.
