Title: Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2020
Vote to pass a bill that appropriates funding to the Departments of Labor, Health and Human Services, and Education, and related agencies for fiscal year 2020.
Appropriates $9.25 billion for necessary expenses of the Department of State and the Foreign Service (Title I).
Appropriates $698 million for firearm injury and mortality prevention research (Title II).
Appropriates $740 million to the Department of Energy for necessary expenses in carrying out fossil fuel energy research and development activities (Title III).
Appropriates $45 million to institutes and centers of the National Institutes of Health, which may be used for the alteration, repair or improvements of facilities (Sec. 216).
Prohibits any of these funds to be used to implement a military service ban against transgender persons and persons with gender dysphoria (Sec. 11004).
Prohibits any of the funds appropriated by this act to be used to support the sale of nuclear technology to the government of Saudi Arabia (Sec. 7041).
Prohibits any of these funds to be used by the Department of State, foreign operations, and related programs to implement the Presidential Memorandum on the “Mexico City Policy” (Sec. 7058).
Authorizes funds in this act to be made available for a contribution, grant, or any other payment for the Paris Climate Agreement (Sec. 7060).
