Vote Smart's Synopsis:

Vote to pass a bill that expands the automatic voter registration system by automatically registering individuals over 18 years of age who have signed up for Medicaid or have received a new driver's license or generic ID card.

Highlights:

• Requires the Department of Revenue to provide to the Secretary of State electronic records that include the full name, date of birth, residence address, deliverable mailing address when different from the residence address, county of residence, citizenship information for, and an electronic copy of the signature of each unregistered elector and each individual able to preregister who provides proof of citizenship and who applies for the issuance, renewal, or correction of any type of driver’s license or identification card (Sec. 1).

• Requires the county clerk and recorder, in the case of someone with a complete record, to send to that individual’s address of record by mail, notice that the individual has been registered or preregistered to vote and a postage paid pre-addressed return form through which the elector can decline to be registered or affiliate with a political party (Sec. 1 & 3).

• Requires the county clerk and recorder, in the case of someone with an incomplete record, to send to that individual’s address of record by mail, notice that the individual has not been registered or preregistered to vote and the additional information needed to become registered or preregistered (Sec. 1 & 3).

• Requires the Secretary of State to establish adequate and reasonable technological security requirements for the exchange or transfer of data regarding voter registration between the Secretary of State and any other state agency or voter registration agency (Sec. 2).

• Requires the Department of Health Care Policy and Financing to provide to the Secretary of State electronic records that include the full name, date of birth, residence address, deliverable mailing address when different from the residence address, and county of residence for each registered and unregistered eligible elector who applies for medical assistance (Sec. 3).

• Requires the form for voting on a ballot through mail to include instructions on providing a signature for verification with the ballot for first-time electors who do not have a signature in the statewide voter registration system (Sec. 6).

• Requires each county clerk and recorder to develop and implement options for electors to provide necessary documentation for signature verification electronically as soon as is practical (Sec. 7).

• Establishes that sections 1, 6, and 7 of this act will take effect July 1, 2020, and the rest of the act will take effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (Sec. 13).
