Vote to pass a conference report that authorizes CBD oil for patients with debilitating medical conditions.

Highlights:

• Authorizes an individual to possess any cannabidiol treatment preparation to be used as pain relief if they have a debilitating medical condition, or if they are the parent or guardian of a minor child who has such a debilitating medical condition (Sec. 2).

• Requires an individual in possession of a cannabidiol treatment preparation to have a letter of approval at all times which shall be shown to a law enforcement officer upon request, is dated within the proceeding 15 months, and is signed by the licensed physician who shall document the individual’s debilitating medical condition or their relationship to the minor child with the debilitating medical condition (Sec. 2).

• Defines “cannabidiol treatment preparation” as an oil containing cannabidiol and tetrahydrocannabinol with a tetrahydrocannabinol concentration of no more than 5 percent relative to the cannabidiol concentration in the preparation, verified through testing by a third-party independent laboratory (Sec. 1).

• Defines “debilitating medical condition” as a medically diagnosed chronic disease or medical condition causing serious impairment of strength or ability to function, including one that produces seizures, which the patient is under current active treatment for by a licensed Kansas physician (Sec. 1).
