Vote to amend and pass a bill that establishes limited immunity from certain criminal offenses and prohibits certain disciplinary sanctions for persons under 21 years of age who report, seek, or require emergency assistance for alcohol overdoses.

  • Authorizes a juvenile court to be notified of a person under the age of 18 consuming or possessing alcohol even if having been granted immunity (Sec 2).

  • Prohibits a person under the age of 21 years old from being charged for the possession or consumption of alcohol if the evidence for the charge was obtained through the result of a person in good faith seeking emergency medical assistance for the person due to an alcohol overdose (Sec 2).

  • Prohibits a higher education institution from imposing any of the following actions on a student if the student is given immunity for the possession or consumption of alcohol (Sec 4): 

    • Removal from a course; 

    • Restricting enrollment in a course or program; 

    • Suspension or expulsion from the university; or 

    • Eviction or exclusion from student housing.

  • Requires people contacting emergency services and seeking immunity for themselves for the possession or consumption of alcohol under the age of 21 years old to meet all of the following requirements (Sec 6):

    • Be the first person to seek emergency assistance; 

    • Provide the reporting person’s name and contact information to medical or law enforcement personnel; 

    • Remain on the scene until assistance arrives; and

    • Cooperate with medical and law enforcement personnel
