Title: Appropriates Funds, Expands Power of Governor, and Waives School Time Requirements in Response to Coronavirus Outbreak
Vote to pass a bill that appropriates funds, provides for legal and regulatory responsibilities, and establishes effective date provisions in response to the coronavirus outbreak.
Appropriates from the general fund to the department of human services for fiscal year 2019-2020 (Sec. 1):
$88.98 million to supplement the appropriation for medical assistance program reimbursements and associated costs;
$1.74 million to supplement the appropriation for maintenance of the healthy and well kids in Iowa program; and
$595,000 to supplement the appropriations for the state resource center at Glenwood.
Appropriates $525,000 from the general fund to the state board of regents for fiscal year 2019-2020 for the state hygienic laboratory of the state university of Iowa (Sec. 2).
Appropriates up to $8.2 million from the general fund for payment of claims for nonpublic school pupil transportation (Sec. 4).
Reduces the state aid for education agencies and the portion of the combined district cost calculated for these agencies for fiscal year 2019-2020 by $15 million (Sec. 6).
Appropriates 10 percent of the balance of the Iowa economic emergency fund at the close of the 2019-2020 fiscal year to the department of management for the period beginning on the effective date of this division of this act, and ending August 31, 2020 (Sec. 11).
Specifies that the time requirements and minimum school day requirements are waived for a school district or accredited nonpublic school closed or that closes on or before April 12, 2020, in order to prevent the spread of COVID-19 (Sec. 13).
Authorizes the governor to waive the instructional time requirements and the minimum school day requirements for a school district or accredited nonpublic school that is closed or closes after April 12, 2020, in order to prevent or contain the spread of COVID-19 (Sec. 13).
