• Defines a “foreign entity” as a foreign nation, a political subdivision of a foreign nation, or an organization sponsored, operated or funded by a foreign nation (Sec. 1).

• Prohibits a governing board of a public institution of higher education from contracting or affiliating with a foreign entity or allowing a foreign entity to provide or establish a program within the institution (Sec. 1).
