Title: Authorizes Voting by Mail for 2020 Elections

Vote to pass a bill that authorizes voting by mail for the 2020 primary and general elections and certain special elections due to the emergency caused by COVID-19.

Highlights:

 

  • Establishes that any registered voter in Delaware may cast their vote by mail in all elections held in 2020 (Sec. 3). 

  • Requires the State Election Commissioner to mail an application to receive a vote-by-mail ballot to every qualified voter no later than 60 days before an election (Sec. 3).

  • Authorizes mail election judges within each country to open and count mail ballot envelopes at the Department’s offices for tabulation anytime from the 30th day before an election to the polls closing on Election Day (Sec. 3). 

  • Establishes that all challenges to mail ballots voted in a particular election district must be resolved before the counting of votes in that election district may be considered complete (Sec. 3). 

  • Authorizes the State Election Commissioner to direct the use of special procedures in the event a natural or humanitarian disaster occurs that makes voting impossible (Sec. 3)
