• Prohibits retail pet shops from selling, offering to sell, bartering, auctioning, or otherwise transferring ownership of any dog, cat, or rabbit (Sec. 1).

• Authorizes retail pet shops to collaborate with societies for the prevention of cruelty to animals, humane societies, animal protective associations, or other animal adoption and rescue organizations that are exempt from taxes to provide spaces to showcase dogs, cats, or rabbits for the purpose of adoption (Sec. 1).
