Vote Smart's Synopsis:

Vote to pass a bill that extends previously established COVID-19 unemployment benefits for eligible workers until December 31, 2020.

Highlights:

• Extends any benefit paid to a claimant individual that is laid off or placed on leave of absence because of COVID-19 through December 31, 2020 (Sec. 17, Pg. 7).

• Specifies that for an individual filing an initial claim due to COVID-19, not more than 26 weeks of benefits or less than 14 weeks of benefits shall be payable to an individual in a benefit year (Sec. 17, Pg. 14).

• Authorizes an unemployment agency to approved a shared-work plan submitted by an employer during the COVID-19 pandemic even if the employer does not meet previously passed requirements (Sec. 17, Pg. 32).

• Establishes that until December 31, 2020, an individual will be considered to have left work involuntarily and shall be entitled to receive the aforementioned benefits if they leave for medical reasons or to self-isolate or self-quarantine in response to COVID-19 because they are (Sec. 1, Pgs. 35-36).

• Immunocompromised;

• Display commonly recognized principal symptoms of COVID-19 that were not already associated with a known medical or physical condition of the individual;

• Had contact in the last 14 days with an individual with a confirmed diagnosis of COVID-19;

• Needed to care for an individual with a confirmed diagnosis of COVID-19; or

• Had family care responsibility that was the result of a government directive regarding COVID-19.
